Main objective

To combine the entity's technical, physical, economic and administrative resources with a view to supporting the national and regional design, implementation and sustainability of the Comprehensive Care Policy on Early Childhood defined under the "De Cero a Siempre" framework.

 

Specific Objectives

  • Strengthen the technical capacities of institutions and national and regional actors who are responsible for the care and promotion of early childhood development.
  • Strengthen the territorial entities, institutional capacities for management and implementation of early childhood public policies.
  • Strengthen the processes of knowledge management, social mobilization and sustainability associated with comprehensive care in early childhood.

 

Justification

"The National Government through the Inter-sectoral Commission - respectful and consistent with what the Code for Children and Adolescents proposes in relation to shared responsibility between the government, society and family against the guarantee of children and adolescent rights, and being aware that the challenges facing early childhood are urgent strategies which go beyond the strategic financial and technical capacity of the state apparatus - has been generating mechanisms aimed at working towards the principal of co-responsibility, specifying formal inter-agency working partnerships between various public and private stakeholders with expertise about early childhood stakeholders.

Thus under this cooperative and collaborative criteria through 2012 and early 2013 OPRC was developed to "join efforts for the implementation of activities aimed at implementing the Early Childhood Policy nationwide as part of the Strategy" De Cero a Siempre". This contributed significantly to the development and positioning of comprehensive care in early childhood nationwide.

This alliance demonstrated that cooperative and collaborative work on common goals amongst actors with varied knowledge and backgrounds, potential and wide ranging expertise, represent a very efficient way to optimize the resources they have each in terms of time, money and knowledge. Clearly such partnerships can improve and supplement the resources of each of the partners to the extent that each can bring their best to the table, with their strengths and supplement the weaknesses through an overall combined effort. In short, alliances that materialize through partnership agreements are highly beneficial agreements because they allow through the combined efforts to positively affect, in this case, the quality of life of children in early childhood and to uphold commitments and legal and ethical responsibilities of the institutions.
